My problem was in using miniDV camera as tracking device, course it provides excellent FPS, there is a program -
webcamsplitter - which allows to recalculate DV stream from the camera in real time to reduce it, deinterlace and to reproduce as webcamera device. This capture device in my system is perfectly distinguished by all applications working with webcams without all mistakes(NetMeeting,Skype,editing software and etc.). But in Free-Tracker, when i choose this device - I receive that annoying error - $80050209, which says that filter pins are not connected. Do not know what to do, looks like an option is to buy another webcamera.
