Flicker reduction doesn't reduce the average frame rate much, instead it produces an inconsistent fluctuating frame rate, this is to prevent it getting into synch with the refresh rate of any screens being filmed which would otherwise result in flicker artifacts. Freetrack obviously wants a consistent frame rate, but more importantly, at least 30 fps which is controlled solely through the exposure setting.
