I finally got my LED's and assembled my cap.  It features rigid styrene tubing so the dimensions don't change.  I put a 9 Volt battery, on/off switch, and variable resistor in the box.  The variable resistor cost exactly the same as a 47 ohm resistor so I chose that.  The box clips on any hat with a large paper clip.  I filed the LED's flat and its seen great by FreeTrack.

Thanks to the developers of this software.  If not for this program being available, I would be stuck using a joystick hat for POV.  Now what can I use that Hat Switch for?
