Your threshold slider (beneath the video) is set too low, increase it (move to the right) to make the points smaller.

And when you pulled the exposureslider to zero the frames went from red to green so that was a settings issue. And still, your lens is way out of focus, so try fixing that first, the LEDs should be tiny dots.
